In Sikkim electricity is supplied directly by the state Energy and Power Department (EPD) rather than a private DISCOM. The department issues connections, installs meters and processes rooftop net-metering requests, including those that come through the PM Surya Ghar portal, so a solar application here runs through a single government channel.

Net metering and tariffs

Under net metering the solar units you export are netted against the units you import, and you are billed on the balance. Sikkim's domestic tariffs are gentle, running from about 1 rupee per unit on the lowest slab up to roughly 4 rupees at the top, with no electricity duty added. The national PM Surya Ghar: Muft Bijli Yojana pays 30,000 rupees per kW for the first 2 kW, adds 18,000 for the third kW, and caps at 78,000 rupees for 3 kW and above, up to 10 kW for a home, paid by bank transfer after commissioning, with collateral-free loans near 7 percent. Sikkim is a special-category North-East and hill state, which may make it eligible for enhanced central assistance beyond the standard amounts. A quick worked example

Take a 3 kW system near Gangtok. At about 4 units per kW per day it makes near 12 units a day, close to 360 units a month averaged over the year.
