Solar in Brazil under Lei 14.300: how the maths works in 2026
Brazil is one of the best places on Earth to own rooftop solar. Most of the country receives 4.2–4.8 kWh per kW per day of usable generation, and residential tariffs have climbed past R$0.85–1.00/kWh in many concession areas once taxes and tariff flags (bandeiras) are included. SCEE credits and the Fio B transition
Under the Sistema de Compensação de Energia Elétrica (SCEE), created by Lei 14.300/2022, every kWh you inject becomes a credit valid for 60 months that offsets kWh you draw at night. Credits are still close to full retail value, but systems connected after 6 January 2023 pay a growing share of the Fio B distribution-wire charge on compensated energy:
- 2023: 15% · 2024: 30% · 2025: 45%
- 2026: 60% · 2027: 75% · 2028: 90%
- From 2029: new rules set by the regulator for systems joining then; check ANEEL
In practice Fio B typically trims 15–30% off the value of exported energy in 2026, depending on your utility's tariff structure. Systems connected before January 2023 keep the old full-compensation rules until 2045. Because the rule is mid-transition, verify current percentages with ANEEL (aneel.gov.br) and your distribuidora before signing a contract.
Worked example: 4 kWp in Belo Horizonte
A 4 kWp system at 4.6 sun-hours produces roughly 550 kWh/month. At a R$0.90/kWh tariff that is about R$495 of energy; after the 2026 Fio B share on the exported portion, realistic savings land near R$420–460/month. At an installed cost of about R$4.40/W (R$17,600 turnkey), simple payback is roughly 3.5–4 years — among the fastest in the world. Honest caveats
- You always pay the custo de disponibilidade (30/50/100 kWh minimum, depending on phase connection) — a solar system cannot zero your bill.
- Tariff flags raise or lower the value of your credits month to month; ICMS treatment varies by state.

Systems connected before the cutoff keep full compensation until 2045. Confirm the current percentage with ANEEL.
Credits are valid for 60 months and are used automatically, oldest first. They can also be allocated to other consumer units under the same CPF/CNPJ in the same concession area (autoconsumo remoto or geracao compartilhada).
No. Every grid-connected consumer pays the custo de disponibilidade: the equivalent of 30 kWh (single-phase), 50 kWh (two-phase) or 100 kWh (three-phase) per month, plus public lighting contributions. Solar can offset everything above that floor.
